Dutch woman convicted after reporting "rape"

 
 
A female dutch tourist, 22, who reported to Qatari police alleging rape has been convicted of "zina" (sex outside marriage). She has been ordered to pay a fine of $824 after which she would be deported. The man involved, though he claims the sex was consensual, will be given 100 lashes for "zina", and another 40 for consuming alcohol. 

The lady reported that on 15th of March, she was out with friends in Qatar, was having drinks at a hotel where alcohol sale is permitted. She stepped aside from her drink to have a dance and upon return, realized that her drink had been laced with something. She recalled finding herself in an unknown room and woke up realizing that she had been raped. 

However, the Qatari Penal Code in Article 281 provides that consensual sex (sex "without compulsion, duress or ruse") with any female over 16years of age attracts up to 7years in prison for both parties. A prominent Qatari lawyer, who was also former justice minister in the emirate, Najeeb al-Nuaimi, stated that the lady and her lawyer are to prove that there were no voluntary actions before the alleged assailant could be charged with rape.

This case raises new questions on how Qatar will deal with the influx of foreigners to their country for the 2022 FIFA World Cup, as these foreigners are not very familiar with their laws.
